New establishment

Any company registered with DED or a free zone authority that needs to sponsor employees through MOHRE must obtain an establishment card.

Renewal

Establishment cards must be renewed annually alongside the trade licence. Failure to renew blocks all employee transactions.

Cancellation

If the company is closing or no longer needs to sponsor employees, the establishment card must be formally cancelled through MOHRE. All employee visas must be cancelled first.

What is a MOHRE establishment card?

The establishment card is your company's registration with the Ministry of Human Resources and Emiratisation. It authorises you to sponsor employees, issue work permits, and access Tasheel services. Every mainland private-sector employer must hold one.

How much does an establishment card cost?

Government fees for a new establishment card start from approximately AED 1,000–2,000 depending on company size and category. Renewal fees are typically lower. Amer MBS service fees apply for processing.

How do I cancel an establishment card?

All employee work permits and visas sponsored under the card must be cancelled first. Then bring your trade licence and establishment card to Amer MBS. We submit the cancellation to MOHRE — processing takes 1–3 business days. A clearance certificate is issued once complete.

What happens if I don't renew the establishment card?

If the card expires, you cannot issue new work permits, renew labour cards, or process any employee transactions. Existing employees are not immediately affected, but penalties accrue and all HR operations are blocked until renewal.

What if I lose my establishment card?

You can apply for a replacement card at Amer MBS. Bring your trade licence, a letter explaining the loss, and the owner's passport copy. A replacement is issued within 1–3 business days. There is a separate government fee for lost card replacement.

Can I replace a damaged establishment card?

Yes. Bring the damaged card along with your trade licence to Amer MBS. We process the replacement application on the same day. Government fees for replacement apply.
